The West German government provided technical support in 1956 to help construct an engineering higher education institution in India. The first Indo-German agreement was struck in 1959 for the founding of the Indian Institute of Technology in Madras in Bonn, West Germany. At the time, IIT Madras was the largest international educational initiative sponsored by the West German government. It was founded with financial, academic, and technological support from the government of West Germany. In order to support the establishment of a higher technological institute in Madras, the Federal Republic of Germany has committed to providing the following:

  • • A workshop, laboratory equipment, and a library with a combined value of no more than ₹1.8 crore (that is, ₹166 crores, or $20 million in 2023).
  • • Twenty professors from Germany will work for four to five years at the Institute.
  • • For two years, the Institute's workshops had four German foramen.
  • • Facilities in German institutes for twenty Indian teachers to receive training.

Over the years, this has resulted in multiple cooperative research projects with German universities and institutions. While formal German government financing has stopped, there are still numerous ongoing research projects that make use of the DAAD program and Humboldt Fellowships.

When 120 students were admitted to the inaugural year of the engineering program in July 1959, the Indian Institute of Technology, Madras officially opened for business.The then-Union Minister for Scientific In 1959, the Institute was formally opened by Research and Cultural Affairs.
